This study analyzes the impact of cargo shortage during the loading of Low Sulfur Marine Fuel Oil (LSMFO) on MT. ABBIE. The main issue examined in this research is the cargo discrepancy between the quantity delivered by FSU ITG AMOY and the quantity recorded as received by MT. ABBIE on February 5, 2026, in Johor Baharu waters, Malaysia. This study applies a descriptive qualitative approach using observation, interviews, and literature review as data collection techniques. The findings indicate that the main cause of the cargo shortage was not equipment failure or technical disturbance, but human and organizational factors, particularly the officers’ failure to consistently apply trim, list, and temperature corrections in ullage sounding calculations. Furthermore, the absence of cross-checking procedures, weak supervision by the Master, insufficient familiarization with vessel-specific characteristics, and inadequate company-level control mechanisms contributed to the cargo discrepancy. The impacts include disruption to vessel stability, potential hull stress, commercial claims, reputational loss, and possible findings during Port State Control inspection. This study emphasizes that cargo calculation accuracy on tankers is not merely an administrative matter, but a critical safety, technical, and commercial requirement that must be controlled through crew competence, procedural discipline, layered supervision, and periodic company evaluation.
